We are currently seeking a Civil Engineer…

This hire will perform peer reviews of design efforts from other staff engineers, and be responsible for design initiation and review for work performed by Architect Engineering (A/E) firms and provide support in the development of requirements for capital projects including conceptual project development, preliminary and full designs and cost estimate.

This position will perform Civil Engineer System Expert (SE) duties to include oversight/management of systems to include: improving system reliability, system project backlog management, alignment to design standards, maintaining configuration control, execution of Condition Assessments and performing or handling system studies.

Essential Job Functions:

Develop plans and specifications for civil engineering systems during building renovations, new building designs and independent projects. Those systems include site potable water, sewer and storm water, pavement, roofing, foundations, retaining walls, excavation, earth berms and site irrigation.
Prepare Scope of Work documents, design estimates and technical support fees and provide contract oversight of Architect-Engineer (A/E) service resources to perform engineering designs and studies and produce construction documents.
Assist construction project managers when evaluating construction and engineering contract change requests.
Serve as Project Manager/Technical Representative (TR) for civil system facilities design and construction projects responsible for project manpower, budget, and implementation schedule management
As construction TR individual is responsible for quality assurance inspections and documentation as well as project safety. Takes action to correct discrepancies and resolve technical issues.
Assist in the development of a prioritized list of backlog projects to improve or maintain civil systems reliability. This should have a 5-10 year outlook at a minimum and should also include system replacement when beyond encouraged service life. Align efforts with the Department Planning Manager.
Align design efforts to ensure system configuration control is maintained.
Facilitates execution of civil system Condition Assessments. Ensures the asset profile for the system is accurately gathered in the Condition Assessment Information System (CAIS) and Maximo.
Review A/E studies that have impact on the individual systems and track outcome of recommendations. Maintain a library of those studies.
Ensure that the As-Built drawings and specifications of civil systems are accurate and up to date as projects are executed.
Perform or participate in civil system utilities management studies making proposals and implementing projects enabling the Lab to align with DOE sustainability goals.
Maintain and update the civil engineering systems chapters in facilities design criteria guide.
Assist with the coordination of utility shutdowns and be familiar with building and user systems affected by utility shutdowns.
Respond, as needed, after normal work hours for civil system interruption that requires design expertise. The response may include an on-site presence or an ability to accept on-call duties.

Additional (Non-Essential) Job Functions:

Performs other such duties, tasks and responsibilities as assigned by management in support of Departmental, Divisional and Laboratory goals and objectives.

Management/Supervisory/Lead Responsibilities:

Provide project strategic direction for preparation construction packages and execution of actual construction. Leads efforts of internal Jefferson Lab design engineers assigned, outside Architect Engineering (A/E) firm, and construction subcontractors. Incumbent is responsible for project scope and budget development and management of Safety, quality, all manpower and budget to completion of implementation.

Qualifications:

1 Education, Certifications and Experience:

a) Relevant BS degree + 4 years relevant experience or equivalent combination of education and experience.

b) PE registration in Virginia is preferred

2 Knowledge, Skills, Abilities:

a) Able to effectively train people outside his/her work group.

b) Typical related experience should include, initiating, planning, executing, controlling, and closing processes.

c) Experience in the management of major construction and maintenance projects.

d) Knowledge of construction and industrial safety/environmental practices.

e) Display high level of initiative and demonstrated ability to manage numerous projects with clear expectations and timelines.

f) Able to give effective presentations to critical/high level customers and effectively represent work group on review panels and cross-organizational teams.

g) Able to write convincing proposals and reports with all vital backup material for external consumption.

h) Ability to present and express ideas and information clearly and in a manner appropriate for the audience, facilitate the open exchange of information, and skillfully negotiates solutions with the customer, staff, subcontractors, and other agencies.

i) Comprehensive understanding of effective project management practices and principles and shows skill in applying a disciplined approach to project management.
